Russian forces continue to deliberately target civilian gatherings and residential areas in Ukraine, while Ukraine struck back at Russian energy and logistics infrastructure in the border city of Belgorod over the weekend. The latest attacks underscore the war's enduring pattern of strikes on non-combatants and the expanding range of Ukrainian counterstrikes on Russian territory.

On the morning of 29 August, Russian troops launched a missile – reportedly an Iskander-M system – at a settlement in Kharkiv Oblast where a running race was being held in honour of fallen Ukrainian soldiers. Three participants were killed, according to the press service of Ukraine's National Police. The attack has prompted a pre-trial investigation under Article 367.3 of the Criminal Code of Ukraine – official negligence resulting in loss of life. Law enforcement officers are gathering evidence and assessing the actions of those responsible for the event's security. The exact failures that led to the investigation remain unclear, but the case underscores the risk of holding public events even in areas considered relatively safe from direct frontline fighting. The following evening, 30 August, Russian forces used guided aerial bombs to strike the city of Izium in Kharkiv Oblast. The attack, which occurred around 22:00, hit several locations in the western part of the city. One bomb struck a road surface, damaging more than ten houses and several cars. Power lines were also damaged, and a fire broke out at one strike site, destroying an outbuilding. One person was injured and is receiving medical treatment, according to the Izium City Military Administration. This is the second strike on Izium in less than two weeks; on 18 August, five people, including a child, were injured in a similar attack. Source: Ukrainska Pravda

In a separate development on 30 August, Ukraine struck the Russian city of Belgorod, causing multiple fires. According to Aleksandr Shuvaev, the acting governor of Belgorod Oblast, munition impacts triggered blazes at several locations. Local outlet Pepel Belgorod reported that a major fire broke out at the Belgorod thermal power plant, with fuel tanks and several buildings ablaze. Additionally, two Estate Logistik warehouses used by the Russian online marketplace Ozon as logistics centres were hit. Ozon confirmed that its sorting centre and delivery hub in Belgorod came under attack, forcing employee evacuations. The company reported early information suggested casualties, though it did not specify numbers. As a result, Ozon has temporarily suspended accepting and delivering orders in Belgorod and the surrounding oblast. Source: Ukrainska Pravda

The strikes on Belgorod mark a continuation of Ukraine's campaign to disrupt Russian logistics and energy infrastructure near the border. The targeting of Ozon, a major e-commerce platform, has immediate practical consequences for ordinary Russians, halting delivery services across the region. Meanwhile, the Russian strikes on Kharkiv Oblast demonstrate a persistent willingness to hit civilian spaces, including commemorative events and residential neighbourhoods. For the Ukrainian audience, these attacks reinforce the message that nowhere in the oblast is safe from Russian aerial weapons, whether guided bombs or ballistic missiles. For European readers, the pattern underscores the urgent need for continued air defence support and the escalation risks inherent in both sides expanding their targeting criteria.
